Thanks for answering my question! When most people think of executive orders, they think of the controversial ones that are legally challenged. The non controversial executive orders don't make the news. As you noted, executive orders may be a symbol of the growing executive power of the Presidency over Congress. (A side note here, Congress probably needs to reclaim its power from the President. The filibuster ultimately makes Congress a weak institution since it is hard to pass bills in the Senate. This opens the door for the President to take "action" on key issues by issuing executive orders). Trump was able to undo major policies by Obama by rescinding Obama's executive orders. Biden was able to restore Obama's executive orders, issue new ones, and get rid of Trump's executive orders just as easily. The U.S. could have an erratic foreign policy from now on. World leaders may trust Biden, but Biden will leave office in 2029 (assuming Biden runs and gets reelected). Will world leaders trust future Presidents?
